Most dictionaries assign this word two meanings: "incomprehensible" and "useless". Takeoka Masao (古今和歌集全評釈 p 329) believes that both meanings are often in operation, resulting in something that feels useless because the meaning or reasoning behind it is incomprehensible.

「周囲の状況や対象が少しも思うようにならず、憂鬱だ、気に入らぬ、つくづくいやだといった状態である」（古今和歌集全評釈 p 530) In contrast to つらし, this indicates a feeling of disappointment or sorrow rather than another's hurtful behavior.
