Analysis
The basic imagery of the poem is fairly clear -- the coming and retreating waves are used as a metaphor for the man coming and going, and not staying very long. Exactly what the poem is meant to convey to the man is harder to say, however. We should probably assume a context where the poet visits the woman and then just goes home (possibly multiple times).「あだなる人の、立よると見しほどもなく帰りて、又来がたきを恨む心也」(八代集抄)Kifune's interpretation is that the woman sends the man home because she sees through his cheating, but he keeps coming back. Kudo adds that the man isn't really putting in much effort.
This poem is linked to the previous ones through the marine imagery and associated words. Katagiri suggests reading this as a response to the previous two poems.
