Given the overwhelming manuscript support for this reading, even in Teika's own texts, it may seem that its omission in the base text is a mistake. However, in the base text Teika writes 又 in red ink indicating the reading was in the Fujiwara no Yukinari manuscript, suggesting that the omission was intentional, for whatever reason. Kifune is the only modern editor to emend the text, perhaps because the addition of 又 may be more specific but does not really alter the meaning (Kifune does not give this emendation in his 校訂付記 at the end of the book).
