返ごとも侍ざりければ、又かさねてつかはしける

There was no answer, so again he sent this.

[Ki no Tomonori]

見るもなく　めもなき海の　いそにいでゝ　かへる＼／"も　怨つるかな

I go into the rocky beach with no seaweed, and again and again look at the bay. (I go to your house where you do not look at my letters nor do I have any chance of meeting you, and again again I return with a grudge.)

Notes

見るのなく

The woman won't look at his letters, and there is no seaweed(海松) in the sea.

めもなき

A play on 海布（め）, another kind of seaweed, and 目. 「(私を見るあなたの)目」（新大系）「逢う機会もない」（全釈）

海

A play on 憂み.

かへるがへる

"Over and over", but also 帰る.「波の詞にかへると云事あれば、それにひびかせられたるにても有るべし」（新抄）

怨み

Also 浦見.

Analysis

This poem is similar to the last one; Tomonori again uses seaside imagery. This time there is a dense web of (common) wordplays and associated words involving the ocean.
